This code frequently, but not always, means that the target server thinks your server is attempting to deliver or relay spam. There are a lot of possible reasons for that. The first thing you should do is check whether your server has been put on any of the anti-spam blacklists. Then you should carefully check your configuration. I would also suggest turning on the SMTPSaveOutboundToFile setting in the server's notes.ini, then sending a test message to one of the users whose server is generating the 554, and carefully check the data in the tmp file that is created for this message to see if the headers contain any incorrect information that might be considered suspicious on the other side. (And don't forget to turn off the SMTPSaveOutboundTofile setting!)
